Tipsters told FOX 26 that Harris County Precinct 4 employees have been dumping dead dogs and other animals along county roadways. A Harris County employee who does not work for Precinct 4 took video of 55-gallon trash bags filled with dead animals in an open hole. He said he shot the video on Precinct 4 property near Clay Road and Highway 6 and that he noticed the number of buzzards in the area.

A woman who asked not to be named and who lives in an nearby apartment complex told FOX 26 that she smells a stench from the dead animals. She said she has seen animals being dumped from her balcony.

The office of Precinct 4 Commissioner Lesley Briones said in a statement that crews pick up dead animals on county roads and county-maintained right-of-way. The statement said the animals are humanely buried on county maintenance property in compliance with Texas Health and Safety Code Section 361.117. The office encouraged anyone with a concern to call 832-927-4444.
