Democrat Gina Hinojosa won the Texas governor's race, defeating Republican Gov. Greg Abbott in his bid for a fourth term, according to the report. In a speech after the election, she called for a reversal of Abbott's education agenda. She said she would fire Texas Education Agency Commissioner Mike Morath and end the state's public school takeovers.

Hinojosa also repeated a campaign promise to address the state's school voucher program, which launched this year and allows about 110,000 students to attend private schools using public funds. She said the state would "work tirelessly to repair the damage" of the program. She did not respond to requests for an interview.

Eliminating the program would require legislation, the report said. Sarah Eckhardt, a former state senator who voted against vouchers and will lead the office that runs the program, has said she will push for more accountability and transparency. Eckhardt acknowledged that any major overhaul must come from lawmakers.
