Floodwaters from October rainfall have drained from a neighborhood in Horizon, El Paso, county officials said. In some homes, the water had reached residents' chests.

Officials said the mud and damage remain, and relief efforts are continuing as homeowners deal with the aftermath. The El Paso County disaster declaration has been extended by 45 days.
