A report says voting rights groups in Texas have cut back on outreach efforts amid the threat of criminal penalties.

The report describes Eustorgia Santos de Torres, 67, of Alamo. She said a Rio Grande Valley nonprofit, La Unión del Pueblo Entero (LUPE), helped her with the citizenship application and voter registration. She cast her first ballot in the March primary. Last month, she went to LUPE's office in San Juan for help with her husband's mail ballot, but the report says workers reluctantly turned the couple away.

The report also discusses SB1, a 2021 overhaul of Texas election laws passed by the Republican-dominated Legislature. It made changes to voting rules, including some actions the report says are now illegal.
