The Texas Department of Public Safety urged families to plan for visibility, adult supervision and sober driving before Halloween on Saturday, October 31. Texas Highway Patrol Chief Bryan Rippee said in the agency's release that Halloween should be a night of fun and celebration, not tragedy.

For drivers, DPS advised slowing down in neighborhoods, watching closely for pedestrians, putting away distractions, buckling up everyone in the vehicle, and arranging a sober ride if they drink. For costumes, the agency recommended bright or reflective materials, flashlights, glow sticks or wearable lights, and face paint instead of masks that could block a child's view.

Adults should accompany trick-or-treaters, use sidewalks and crosswalks, and agree on a meeting place in case anyone is separated. Children should know an adult's phone number and how to call 911. DPS also urged adults to check treats before children eat them. Hosts were advised to lock firearms in a cabinet or safe. Texans can report suspicious activity through iWatchTexas, its mobile app, or by calling 844-643-2251, the agency said.
