Laredo police said Eduardo Cisneros, 38, used counterfeit bills at two businesses along Jaime Zapata Memorial Highway and FM 1472.
Officers stopped Cisneros and Veronica Gutierrez, 36. Investigators allegedly found pills and baggies of black tar heroin in Gutierrez's purse, according to police.
Gutierrez faces three counts of drug possession. Cisneros is charged with drug possession, theft and driving with a fake license plate.
