Voters in Laredo's District 2 are choosing between incumbent Ricardo "Richie" Rangel Jr. and former Councilwoman Daisy Campos-Rodriguez. The two faced each other in a contested 2022 race. Campos-Rodriguez was first declared the winner by six votes. A 2023 civil lawsuit alleged that illegal ballots had been cast. A judge later ruled that 15 people who voted for Campos-Rodriguez had not properly established residency, and the seat went to Rangel. The Texas Supreme Court denied her appeal in January 2024.
Both candidates said they were not hesitant about running again. Rangel said the community of District 2 did not deserve what happened. Campos-Rodriguez said she had not done anything wrong. Rangel, a lifelong district resident, named water infrastructure as his top priority and said residents had asked for more commercial growth. Campos-Rodriguez, who grew up in the district and works as an assistant director for Webb County Public Health Services, said the city must focus on basic neighborhood services such as streets, speed humps, sidewalks and parks.
Early voting is underway, and Election Day is Nov. 3. Both candidates made their final pitches to voters ahead of the election.
