A video captured Friday, Oct. 16, shows emergency personnel responding after a vehicle rolled over on the grassy side of Interstate 45 near the base of the Galveston Causeway.

Police accused Scarlett Ashley Charo, 34, of failing to control her speed or stay in a single lane, and of making unsafe lane changes. Police said her car struck a black SUV before rolling onto the grassy shoulder of the causeway.
