The Texas Transportation Commission unanimously approved a $15 million State Infrastructure Bank loan on Thursday, October 29, 2026. The loan will help pay for reconstruction and extension of Patsy Winn Boulevard in Eagle Pass, along with utility relocations tied to the project. Eagle Pass City Manager Homero Balderas and members of the city's administrative staff attended the meeting in Austin.
The extension is about 1.7 miles long and is designed to connect U.S. Highway 57 with FM 1021, also known as El Indio Highway. It is expected to improve access to neighborhoods, businesses and recreational facilities and to ease traffic on existing roads. The project also includes drainage improvements, utility work and pedestrian accommodations.
Construction was previously awarded to A.E. Hiller & Sons, Inc., under a contract valued at about $14.3 million. Completion was previously projected for May 2027. The report noted that the $15 million is a loan, not a grant.
