Democrat Jesse Porras III won the Ector County Commissioner race for Precinct 4, defeating Republican incumbent Billy Hall. Porras received 54.3% of the vote, or 2,006 votes, in Tuesday's midterm election. He had no opponent in the March Democratic primary.

Porras is a business owner who served in the U.S. Marine Corps. He said supporters were excited as early results came in. He also said he was grateful to the community for its votes.

Precinct 4 covers the southern and southwestern part of the county. Porras said residents there are concerned about infrastructure, flooding and drainage, and water quality. He said he wants to find a solution to water quality problems in Odessa. He asked residents to send him their problems in writing, with their name and phone number, and said he would respond.
