Republican incumbent Charles Perry is the projected winner of Texas Senate District 28. With 99% of votes counted, Perry had 69.7% of the vote. Perry has represented the district since 2014.

Texas is projected to have a Democratic governor for the first time since 1995. Democrats are also projected to control the Texas House for the first time since 2002. Republicans are expected to keep control of the state Senate.

Perry said the House will likely be contentious. He said a stalemate at the legislative level is not a bad outcome for taxpayers. He also said he plans to keep focusing on infrastructure, water, power and workforce development. Perry said he sees room for common ground on education with the incoming Democratic administration.
