The Odessa City Council held regular and work session meetings Tuesday that lasted just over 45 minutes in total. The council agreed to let Parks and Recreation Director Jonathan Rogers send a Letter of Inquiry to the Fasken, Martineau and Hurd Foundation as part of a grant application. Rogers said the grant would fund displaying pages of a children's book at stations along trails at Comanche Trail West Park, Lawndale Park, San Jacinto Park and Lions Club Park, to encourage literacy and physical activity.

The council voted unanimously to approve a performance and reimbursement agreement with DJK and Betenbough Homes for water infrastructure improvements along Yukon Road. The improvements would support about 600 acres of land for future residential or commercial development. Under the agreement, the developers will build water line improvements and receive partial reimbursement, with $2.5 million available in the city's FY 2026-2027 utilities budget.

The council also approved a consent agenda. It included a $312,196 agreement with Parkhill, Smith & Cooper, Inc. for engineering design and bid services for the reconstruction of West 16th Street, and a $235,000 agreement with Enprotec/Hibbs & Toda, Inc. for design and bid services for the widening and pavement rehabilitation of Billy Hext Road. During executive session, the council discussed a draft ordinance regulating donation bins, in light of the July death of a homeless man inside one of them. The council took no action after returning from the session.
