A new federal law could allow National Weather Service warnings about life-threatening flash floods and other emergencies to be sent to cellphones by satellite when cell service is down.
The law is called the Mystic Alerts Act. It comes more than a year after flash flooding in July 2025 killed more than 100 people in the Texas Hill Country. The dead included 27 campers and counselors at Camp Mystic and the camp's co-executive director.
