Jane Lindsley, 72, a retired bookkeeper, received a property tax bill last fall showing that taxes on her home in an unincorporated part of Hays County had dropped by more than 40%.

Lindsley has seen prices rise for gas, groceries, homeowners insurance and health care, so the lower tax bill came as a welcome change.
