The Texas Education Agency named Harts Bluff ISD and Cooper ISD as 2026–2027 and 2027–2028 Bluebonnet Learning Beacon Districts. The program recognizes districts that show strong use of high-quality instructional materials (HQIM), solid instructional systems and the ability to serve as models for other Texas districts. Selection included written submissions, evidence of implementation and on-site reviews.
Harts Bluff ISD earned recognition in Math, Reading Language Arts, HQIM Systems, and Vision and Change Management. The district began its HQIM work in the 2022-2023 school year. According to the story, its teams have focused on aligning professional learning communities, using data for instructional decisions and building Multi-Tiered Systems of Support (MTSS).
Superintendent Bobby Rice credited the award to the work of administrators and teachers. "Their dedication to implementing the Bluebonnet curriculum with strong systems, collaboration, and intentional processes has led to meaningful success for our district and students," Rice said. Elementary Principal Erika Ponce de Leon said the recognition reflects four years of work across district classrooms and campuses.
