Clear Creek ISD's board of trustees will consider whether to adopt the 2026-27 Bluebonnet Learning Math open education resources (OER) instructional material transition plan at its Nov. 9 workshop. According to meeting agenda documents, the district's eligibility for state funding tied to these materials depends on adopting the plan. CCISD Superintendent Karen Engle recommends that the board adopt it.
According to the Texas Education Agency, a school district or open-enrollment charter school must adopt an OER instructional material transition plan to qualify for State-developed OER entitlement funding for instructional materials. The agency says the plan includes clear communication and stakeholder change management planning, timely access to print materials and manipulatives, and sufficient planning and instructional time. It also lists clear expectations for implementation, processes for stakeholder communication and public posting when materials are modified, and guidance on acceptable teacher modifications. Professional learning for school leaders, instructional coaches and teachers is also part of the plan, according to the agency.
The board will meet at 6 p.m. Nov. 9 at the Education Support Center, 2425 E. Main St., League City.
