Two people have been arrested in the shooting death of 19-year-old Fran'Davion Smith, which police say appears to have been a random act. Texarkana, Texas, police were dispatched at 10 p.m. Monday to the 400 block of Blanton Street after a report of shots fired. Officers found Smith dead in a yard from apparent gunshot wounds.

Detectives allege Willie Fobbs, 32, was the gunman, based on surveillance video and leads from patrol officers, according to a Texarkana Texas Police news release. Investigators allege Fobbs was upset over an unrelated matter when he encountered Smith walking on Blanton Street and fired several shots. Detectives also allege Ravyn Betts, 28, drove Fobbs around the Beverly neighborhood and knew he was armed. Betts was arrested Thursday near an apartment complex on College Drive. Detectives arrested Fobbs without incident on Friday morning after a traffic stop on North State Line Avenue. Officers reportedly recovered the vehicle and weapon used.

Fobbs and Betts have been charged with murder and booked into the Bi-State jail. Betts' bail is set at $2 million. Investigators have not determined a connection between either suspect and Smith. Chief Kevin Schutte said officers and detectives worked day and night for four days and hoped the arrests would bring some measure of peace to Smith's family and friends.
