Ozona—CCCCSD trustees reviewed five-year academic goals at their Oct. 21 meeting. The proposals aim to strengthen early reading instruction, use assessment data more precisely and raise the share of third graders meeting grade-level standards. The reading goal would raise that share from 53% in June 2026 to 70% by June 2031. The math target would rise from 30% to 70% over the same period. For college, career and military readiness, administrators set a target of 95% by August 2031, up from 91% in August 2026. Administrators said the third-grade figures reflect different groups of children each year, not the same students tracked over five years.

The district has changed its phonics program to Reading Horizons after identifying concerns about the move from kindergarten to first grade. First-grade teachers reported a large step up in instruction, and administrators said midyear assessments would show whether the change is helping. Administrators also plan to use NWEA MAP data in targeted conversations with teachers about individual students.

The board also received the 2025–2026 bilingual/ESL program evaluation. It reported that 12 emergent bilingual students qualified to exit the program, including eight at the elementary school. Three students who met the English-language proficiency result did not meet the additional reading requirement and remain in the program. The evaluation named reading, listening and writing as areas needing attention and called for more professional development. The board also heard a warning from the superintendent about spectator behavior at athletic events.
