Republicans in eight states approved new congressional maps over the past year, after President Donald Trump urged them to redraw district lines. The goal was to help hold onto a slim House majority in the midterm elections, according to the report.
The effort did not work as planned, the report said. Republicans lost most of the Democratic-held seats they had targeted. Democrats won control of Congress in Tuesday's elections.
The plan fell flat in Alabama, Florida and Texas, the report said. Courts and voters rejected it in Missouri. Democrats responded in California with districts drawn to their advantage.
