Arlington city council members voted unanimously on Tuesday to authorize a third-party master development for roughly 27 acres at the northwest corner of Interstate 30 and North Collins Street. The global firm Hines will plan the mixed-use project.

Since 2014, the city and the Arlington Economic Development Corporation have bought about 41 acres of vacant land at the site. The city said the land is one of the few large areas for new development in the city. Mayor Jim Ross said a grocery store is expected to anchor the project. Ross said he would rather keep the land undeveloped than accept a poor deal, and called Hines the right partner.

According to city director of strategic initiatives Lyndsay Mitchell, the city tried to develop the property with the Dallas-based Trammell Crow Company in 2015, but that effort was not successful. Ross also pointed to the nearby redevelopment of Lincoln Square, which has been renamed Anthem.
