Republican incumbent Charles Perry is the projected winner of Texas Senate District 28. With 99% of votes counted, Perry had received 69.7% of the vote. Perry has represented the district since 2014.

Texas is projected to have a Democratic governor for the first time since 1995, and Democrats are projected to control the Texas House for the first time since 2002. Republicans are expected to keep control of the state Senate.

In an interview, Perry said he expects the House to be lively and said a Senate that works with the Democratic leadership in Austin is not a bad position for taxpayers. He said he plans to keep focusing on infrastructure, water, power and workforce development. Perry also said he sees room for common ground on education with the incoming Democratic governor, whom he described as interested in new ideas.
