A federal grand jury in El Paso indicted Clemente Fernando Vazquez Serna, 34, a Mexican national. The indictment alleges transportation and sexual exploitation of a 14-year-old girl. It also includes charges of producing, possessing and transporting child sexual abuse material.

Vazquez Serna was encountered Oct. 11 aboard a Transborde bus that had been selected for inspection.
