State Rep. Eddie Morales, a Democrat from Eagle Pass, announced on Thursday, November 5, 2026 that he has filed for speaker of the Texas House of Representatives. He said he would work to make sure every member's district has a voice if he is elected speaker.
Morales was first elected in November 2020 and took office January 12, 2021. He has served three consecutive terms, beginning in 2021, 2023 and 2025. In 2025, he authored House Bill 1022, which allows Sul Ross State University to offer lower-division courses at its Eagle Pass, Del Rio and Uvalde locations starting in January 2026. Those sites were previously limited to upper-level coursework.
Morales also authored House Bill 1330, enacted in 2023, which lets qualifying small border counties create grant programs for public projects in unincorporated communities. Eligible projects include roads, water systems, wastewater facilities and drainage. In announcing his bid, Morales said his upbringing shaped his belief in opportunity. He was born in Piedras Negras, Mexico, was raised in a colonia, and began working at his family's tortilla factory at age 12.
