The Maverick County Water Control and Improvement District No. 1 is facing a financial crisis and a dispute among its board members, according to the Eagle Pass Business Journal.

On September 8, 2026, the board appointed Randy Edwards to fill a vacancy left by the resignation of former President Eduardo "Lalo" Trevino, who resigned for personal reasons. The board then elected Edwards as president on a 3-2 vote. At the same meeting, the board voted 3-2 to end the employment of General Manager Brenda McCalip and named Edwards interim general manager.

The next day, Edwards rehired McCalip as assistant general manager, the report said. Board members said the move went against the board's termination vote and raised questions about leadership. The report said board members' efforts to add items to meeting agendas were blocked by Edwards, and that posted special meeting notices were later removed.

On October 4, 2026, the board held a special meeting and voted to remove Edwards as interim general manager, the report said.
