The Mission City Council unanimously approved a realignment of the board of directors for the Cimarron Public Improvement District (PID) at a regular meeting Tuesday. The council acted after hearing concerns about a former board member's behavior.
The PID was created on March 24, 2025, at the request of property owners across about 366.34 acres. It was set up to finance public improvements in the Cimarron neighborhood after the golf course declined under prior ownership. The golf course and country club were sold to New Cimarron Group LLC earlier this year. The approval allows the board to appoint its own officers and realigns its seats.
The board voted on Oct. 12 to recommend the realignment. Under the plan, Places 1-3 are held by Cimarron neighborhood representatives, Place 4 by a representative of the golf course owner, and Place 5 by a city representative. Andrew Todd Gilliland, Dolly Elizondo and Joe Phillips were named to Places 1-3, and Richard Castro of New Cimarron Group was named to Place 4. The Place 5 appointee was not immediately clear. The resolution says it will be the mayor or a designee.
