Devon Bittner has lived on the island since 1991. She said she has been living on the streets for nearly five months after her husband left her.

Galveston police officers Vanessa Cadena and Ronald Tumey tried to connect Bittner with services. They work with the department's Homeless Outreach Partnership and Enforcement team.
