The city of Friendswood is considering a bond sale of about $23 million early next year. The money would fund nearly a quarter of more than $100 million in capital improvement projects that a 2024 study identified as critical.

At its Nov. 2 meeting, the City Council heard financial advisor John Robuck present a plan to issue $22.55 million in Series 2027 Water and Sewer Revenue Bonds, with a sale scheduled for February. The funding would go to a $8.5 million water line expansion along Friendswood Parkway, an $8.7 million waterline along FM 518, $2.3 million for inflow and infiltration removal, and a $2 million water main replacement.

The new lines are expected to stabilize system pressure and help prevent frequent line breaks. Resident Roy Chapman raised an October break that forced an elementary school to close during the public comment portion of the meeting. Finance Director Rhonda Bloskas said the bonds would be repaid through impact fees and water and sewer fees, which are scheduled to increase in January 2027.

Robuck's team will present the final sale results and interest rates to the council in February for final approval.
