Voters in Texas' 28th Congressional District will decide Tuesday, Nov. 3, who will represent a 12-county area of South Texas in the U.S. House of Representatives. Incumbent U.S. Rep. Henry Cuellar, D-Texas, has held the seat since 2005. Webb County Judge Tano Tijerina has served in his county role since 2015.

Tijerina said his main goals include bringing infrastructure dollars to the district and easing delays at border checkpoints, which he said are costing drivers money. He said he would meet with officials and listen to constituents regardless of party, as he has done as county judge.

Cuellar said his first priority would be reversing cuts that he said Republicans made in the "Big Beautiful Bill." He also named affordability, saying gasoline and diesel prices have risen because of the war. He said he plans to pursue federal infrastructure dollars, eliminate tariffs and place guardrails on U.S. Immigration and Customs Enforcement.

Both candidates urged voters to turn out on Election Day. Nearly 8 million Texans voted early, according to the report.
