A Texas Public Policy Foundation report estimates that four Houston-area school superintendents receive more total compensation than their districts report to the Texas Education Agency. The report says the TEA requires districts to report superintendent pay each year and to post the superintendent's employment contract publicly.

Authors James Quintero and Jennifer Windh reviewed the contracts of superintendents at Klein ISD, Houston ISD, Lamar CISD and Tomball ISD. The report says the pay reported to TEA for 2025–26 ranged from $431,554 to $508,554. The authors estimated total compensation, including additional benefits, at between $499,866 and $768,849.

According to the report, the contracts include supplemental payments for Teacher Retirement System contributions, contributions to tax-deferred retirement accounts, vacation time that can be converted to cash, performance incentive payments and life insurance reimbursement. The authors said these forms of pay make it difficult for taxpayers to see what their superintendent costs. They urged lawmakers to set a $250,000 cap on total superintendent compensation, including salary and other financial benefits, and to require districts to post proposed contracts at least 30 days before a board vote.
