The cities of San Marcos, Kyle and Buda receive water from the Alliance Regional Water Authority, or ARWA. On Oct. 20, each city council approved issuing millions in contract revenue bonds for the Carrizo Expansion Program. The project will expand water distribution to ARWA members from the Carrizo-Wilcox Aquifer.

According to agenda documents, the project includes a water treatment plant expansion, water treatment clarification, a booster pump station expansion, raw water infrastructure and water treatment solids handling. It also includes drilling seven aquifer wells. The ARWA Board approved contracts for three of those components in early August. Substantial completion is set for January 2029. The Guadalupe-Blanco River Authority will cover the difference between total project costs and ARWA's shares.

Agenda documents list the added supply for each city. San Marcos would receive 2,917 acre-feet per year, about 2,603,829 gallons per day. Kyle would receive 2,292 acre-feet per year, about 2,045,929 gallons per day. Buda would receive 413 acre-feet per year, about 368,660 gallons per day. The Canyon Regional Water Authority, also an ARWA member, will contribute to the project.
