Three board members of the Maverick County Water Control and Improvement District No. 1 left a board meeting in Eagle Pass as Brenda McCalip, the district's longtime manager, read a formal grievance. The Maverick Times reviewed a full video of the meeting. The departure broke the board's quorum.

According to the video, a person at the board table said the meeting had adjourned as a matter of law at 6:59 p.m. and that the board could not discuss or act on any item. McCalip was allowed to keep speaking, and she read the rest of her statement to the audience. An audience member said the directors who left were breaking the quorum on purpose.

According to her statement, McCalip accused some directors of making false public statements about a district employee. The allegations have not been proven, and none were voted on or tested at the meeting. The Maverick Times is not naming the directors because their names could not yet be confirmed against district records.
