Draft bill proposes orphaned-well program for mineral recovery and treated water sales
An unfiled draft bill, offered by James Matlock, would let qualified operators adopt orphaned oil and gas wells to extract critical minerals from produced water and sell treated water, including to data centers. The draft would take effect September 1, 2027, if enacted.
